Member of Dispute Avoidance and Adjudication Board

Tanzania Ports Authority
Kampala, Uganda
08.2021 - Current

I am currently providing expert advice on contract management, dispute avoidance and dispute resolution as part of a three (3) member DAAB for the Tanzania Maritime Gateway Project - contract for Deepening and Widening of the entrance Channel and Port turning basin for Dar ES Salaam Port, Tanzania. The form of contract is FIDIC Red Book, Second Edition 2017.

Regional Road Sector Expert

IMC World Wide Ltd
Kampala, Uganda
01.2021 - 03.2021

Based on my knowledge about the road sector in Uganda and having experienced similar road sector reforms in Uganda, I provided expert advice on road sector institutional reforms in Nigeria leading to finalization of the bills for enactment of laws for formation of the National Road Fund and the Federal Road Authority of the Republic of Nigeria. The services were funded by DFID/FCDO through the UK-Nigeria Infrastructure Advisory Facility (UKNIAF).

Director Engineering & Technical Services

Kampala Capital City Authority
Kampala, Uganda
11.2011 - 10.2020

I headed the Directorate of Engineering & Technical Services which had sixty-three (63) engineering staff and forty-four (44) support staff. I was in charge of infrastructure management, which includes roads, walkways, drainages, institutional buildings, street lighting, traffic lights, maintenance of the institution’s service vehicle fleet and construction equipment; street parking management, transport planning, public transport/mobility management and providing technical assistance to other directorates of KCCA that have building assets. Within the period from Nov 2011 to Nov 2016, I initiated a Government funded road and drainage improvement program and supervised its implementation. This program included the upgrading/rehabilitation of over 165 km of urban roads, signalization of seventeen (17) traffic junctions, improvement of 25km of primary and secondary drainages, and maintenance of the city road network of 2,100km.

I initiated a number of projects with development partners notably the on-going Technical Cooperation Project worth 3.0 Million USD with Japan International Development Agency (JICA) under which engineering staff were trained in design, construction and operation and maintenance of traffic signal junctions. Under this project a pilot area-wide traffic control system was installed at four junctions in the city (Jinja Rd/Lugogo Bypass, Lugogo Bypass/Upper Kololo Terrace, Lugogo Bypass/Naguru Rd & Upper Kololo Terrace/ Wampewo Avenue) following which a wide area traffic management system covering the whole city will be rolled out covering upgrading/signalization of 30 junctions and a central traffic control centre constructed and equipped at KCCA. This phase is estimated at 23 million USD. This project will introduce new technology that will greatly improve traffic management and reduce traffic congestion in the city.

I initiated the project for design and construction of a Multi-level parking facility over the New Taxi Terminal in the Central Business District. The feasibility study and design phase was funded by Government of China. This project worth 30 million USD will commence in in 2021 under a Public Private Partnership arrangement.

In an effort to promote non-motorised transport in the city (NMT, i.e., cycling & walking), I initiated collaboration with United Nations Environment Program (UNEP) and UN Habitat towards promotion of NMT transport in the city. UNEP/UN Habitat subsequently funded the design of a 1.9km Pilot NMT corridor along Namirembe Rd, Luwum Street and Speke rd which has been implemented to completion in March 2020. This project has provided more green space and segregated lanes for cyclists and pedestrians in the most congested part of the city and will act as precursor to similar developments elsewhere in the city thus making the city a more liveable place.

I initiated discussions and prepared projects with the African Development Bank (AfDB) and the Dutch Alliance for Sustainable Urban Development (DASUDA) aiming at obtaining funds for more roads upgrading/rehabilitation and redevelopment of the old taxi terminal respectively which were successful. The AfBD has provided to Government of Uganda a loan facility worth USD 288 Million for the rehabilitation and upgrading of 70 Km of roads in the city including walkways, cycle lanes and 23 signalised traffic junctions. The Netherlands Government has provided a grant to Government of Uganda of Euro 800,000 for the preparation of a Masterplan for part of the CBD of Kampala and detailed designs for the upgrading of the central transport terminal.
