Arthur is a highly committed, Strategic Information Management Professional with substantial experience in program/project monitoring and evaluation for results. This has been gained through experience as a Planning Monitoring Evaluation Accountability and Learning Advisor with USAID and Stromme Foundation East Africa where I have worked for over ten years. During my career in Monitoring, Evaluation and Learning career, I have undertaken key monitoring, Evaluation and Learning tasks including Designing Performance and Evaluation Plan (PMP), monitoring tools, training data collectors, M&E data collection, MIS database management, entry, cleaning and analysis. I have conducted Data quality assessments (DQA), Organisational Capacity Assessment, Baselines, evaluations and impact studies, monitoring grantee partner activities, developing work plans and strategic plans, report writing and advising the project management on program implementation. Arthur has got a lot of experience and expertise in working with leading local, public and international institutions and agencies including KOICA, Uganda FCDO, Norad, Electoral Commission, Lutheran World Relief, NARO, UNDP, IFPRI, The World Bank, JICA, UBOS, WFP and Makerere University. Arthur has also extensively worked with the multi-cultural local communities in East Africa region in livelihoods, youth and adolescent girls programming, green jobs, agricultural and value chain development, education, governance, microfinance, poverty alleviation, livelihoods and natural resource management. Arthur has Good communications skills both verbal and written. Ability to work on own initiative or as part of a team, with excellent diligence.
