Asaph is a seasoned professional in Program Management, Surveillance, Statistical Application, Monitoring, Evaluation and Learning, Digital Health and Climate Change and Adaptation. Has more than 13 years of excellence in strategic leadership and development, results-based management, systems design and analysis, strategic and adaptive learning, innovative stakeholder engagement mechanisms, new business development, advocacy, and external relations. Asaph has a deep attachment to community work, reproductive health, population, and development and is adroit at establishing and sustaining partnerships with government, public, private, and non-profit representatives as well as negotiating and creating strategic and sustainable initiatives with donor and government agencies, civil society organizations, private entities, community leaders and other partners in Uganda and beyond. His main focus lies in enhancing social and health outcomes for communities, both in stable settings and during emergencies. Asaph has collaborated with Government entities and numerous International Organizations to execute Public Health, Emergency, and Development programs. These initiatives target areas such as WASH & Nutrition in Emergencies, Malaria vector control, Maternal Health, HIV/AIDS, and Neglected Tropical Disease control and prevention programs in Uganda and East Africa. Presently, Asaph is actively involved with SI World, a Uganda based consultancy firm focusing on all aspects of Strategic Information, Monitoring, Evaluation and Learning. He has previously played a vital role in the successful execution of the USAID/PMI Vector Project from 2017 to 2023 as a Deputy Chief of Party and start up Chief of Party for USAID/PMI Evolve. Within these projects, Abt Global LLC (formerly Abt Associates Inc.) spearheads community-based Indoor Residual Spraying Campaigns against malaria-causing mosquitoes in Eastern Uganda and 25 other countries across Africa, Asia, and South America. In his roles, Asaph has been tasked with overseeing overall project implementation, developing strategic work-plans and budgets. He crafts innovative Capacity Building initiatives to enhance Operational Efficiency and Quality. Additionally, he formulates Operations, Monitoring, Evaluation and Learning, Advocacy, Communication, social mobilization, and GESI-sensitive strategies for Project staff and target audiences. By leveraging evidence-based Global public health and Development models, such as PDQ Methodology and project management approaches for Public Health programs and Human- Centered Design and Inclusive (HCDI) approaches, Asaph ensures the optimization of efficiency and value for money while implementing these approaches and strategies. Academically, Asaph holds multiple degrees, including a Master of Public Health (Population and Reproductive Health) from Uganda Martyrs University Nkozi, a Masters of Management Studies from Uganda Management Institute (Ongoing), a Postgraduate Diploma in Monitoring and Evaluation of Uganda Management Institute and a Bachelor’s of Science in Business Statistics from Makerere University. Furthermore, he possesses various professional trainings and certificates in Monitoring and Evaluation, Health safety and security, Lot Quality Assurance (LQAS), Health Information Systems, Clinical Research and Geographical Information Systems (GIS) and has Co-Authored several papers published in multidisciplinary journals.
