Customs Airport Passenger Terminal (CAPT)

  • Receiving passenger baggage that has been channeled through the red lane.
  • Verify the passenger goods, classify the goods as per the Common External Tariff Handbook, generate an assessment if the goods are tradeable and above the threshold basing on the methods of customs valuation.
  • If the passenger is in agreement to pay the taxes, a Payment Registration Number is generated and given to the client to pay the assessed taxes.
  • Attach the verification account of the goods that have been physically verified on the system.
  • Issue an exit note after payment of the taxes.
  • Monthly and weekly reports.
  • Any other duties as assigned by my supervisor.

Customs Audit officer

  • Receiving the profiled companies assigned to me by the immediate supervisor for risk analysis and proper planning before the Audit.
  • Retrieve the company Tax Identification Number (TIN), extract import data, taxpayer profile, VAT and Import Tax returns for pre audit report. The pre audit report helps in understanding the company and designing risks and later through the risks, objectives are drawn.
  • The audit exercise starts as planned where imports data is reconciled against the physical imports documents; purchase orders, proforma invoices, commercial invoices, packing lists, airway bills/bill of ladings and payments among others. This stage involves tracing the transaction right from order to payment of taxes and receipt in the company books to confirm consistency in terms of quantity, value, description, origin, and classification among others.
  • Trace whether the payments made through the bank match the import documents, this is called the valuation test.
  • Trace the VAT paid in the system whether it matches that returned in the VAT returns.
  • Confirm classification of goods in the Common External Tariff Hand book basing on the descriptions on the import documents and sometimes the physical items.
  • Make an audit report after fully reconciling information of the imports data with documents in terms of quantity and value based on the objectives of the audit. The audit report will have the details of the taxpayer, case origin, objectives of the audit, documents reviewed, work done, observations and the opinion of the audit.
  • Any other tasks as assigned from time to time.

  • Receiving and validating T1s (Transit documents) for all goods coming into the country from the Ports of Mombasa and Dar es salaam and all border points destined to the bonded warehouse and later advising the client to generate a ware housing entry.
  • Putting stack tags on the goods validated as having been received in the bond warehouse to facilitate proper storage, reconciliation and accountability.
  • Following up on the ware housing entries to confirm whether the goods put into the bond are still within the warehousing period as provided for in the EACCMA.
  • Conduct physical verification of the goods against the import documents like; commercial invoices, proforma, invoices, packing lists and bill of ladings/air waybills among others to confirm accuracy, consistency, weight, packages, quantities, origin, classification, part numbers, sizes and brands among others.
  • Writing proper verification accounts with the proper description of the imported goods in terms of quantity, packages, weight, brand name, country of origin and size among others.
  • Perform exit formalities of the goods after payment of the due taxes and release by Document Processing Centre (DPC).

  • Performing documentary check on Customs declarations lodged by customs agents by scrutinizing and analyzing attached electronic import documents against the lodged Customs declaration to vet for accuracy, consistency and correctness of declarations submitted and subsequent clearing/release of the declarations from ASYCUDA world.
  • Valuation of imports using approved methods of customs valuation for consignments found not to conform to the laws, regulations and policies of customs.
  • Amendment of HS Code (Harmonized System Code) for consignments found to be mis classified against stipulated codes in the East Africa common External Tariff.
  • Performing Reconciliation and subsequent clearing of a) Post exit Transactions (PEVs) at all inland border Entry points like Malaba, Busia, Mutukula among others b) Physical Examination/verification findings from Customs bonded ware houses across the country and at the port (IM7 and WT8 regimes) and subsequent clearance/release from ASYCUDA world.
  • Raising queries to customs agents/clients on issues identified like undervaluation, mis classification, mis descriptions, abuse of origin criteria, abuse of preferential treatment among others before amendment of declarations to collect short levied taxes.
  • Handling of Appeals where the agent/client objects to the issues raised by the officer with the aim of reviewing the area of contention and resolving it to its logical conclusion.
  • Performing Customer care and client support tasks through direct phone calls like releasing of entries, requests for amendment.
  • Produce daily, weekly and monthly revenue reports on collections and track monthly and quarterly projections.
  • Acting for the supervisor and managing teams, leading and guiding them on work assignments and tasks hence enabling a positive work environment.
