• TECHNICAL KNOWLEDGE
• In my capacity as the Technical Lead for Health Information Systems at Baylor Uganda on the USAID-funded Local Partner Health Services Eastern Activity, I spearheaded the expansion of EMR sites from 121 to 154. Additionally, I successfully rolled out Point of Care EMR from 17 Health Facilities to 32. I played a crucial role in decentralizing reporting through National DHIS2, PEPFAR Hibrid, PEPFAR In-country Reporting System (PIRS), and KP tracker. This involved deploying dedicated Internet at 30 Health Facilities, significantly enhancing virtual communication capabilities. Currently, I am at the forefront of expanding Viral Load Health Information Exchange, HIV recency, and Case Base studies. I am actively utilizing interoperability among Health Information Systems, including EMRs. In collaboration with USAID SITES and the Uganda Ministry of Health, I am supporting the deduplication of HIV client data and facilitating aggregation at the National Client Registry. As a Team Lead, I collaborate closely with USAID SITES, USAID LHSS, and IntelliSOFT on the implementation of Cross Border EMR HIE. This initiative aims to facilitate seamless access to services with consistent medical records across East African Community Countries. During my tenure as a Health Informatics Officer with IntraHealth International Inc, I served as a project manager leading the development of a Monitoring and Evaluation (M&E) Management Information System. Utilizing agile project management methodology, I successfully delivered the M&E MIS, which has been adopted for managing Data calls. In ensuring the HIS Department supported program teams in tracking deliverables against PEPFAR targets, I took the lead in developing an HIS Dashboard using MS Power BI. This effort stemmed from my proficiency in data visualization using tools like Power BI and ArcGIS. With significant experience as a Technical Lead and industry certification in Project Management (PMP), I have effectively managed various aspects of Health Information Technology. I have consistently overseen IT projects to ensure timely completion within budget and compliance with quality standards. My certifications also include Project Management, Information Security, and Network Administration. In the role of a Technical Lead HIS, I have provided strategic leadership in the implementation and widespread adoption of health information systems. This includes developing and implementing standard operating procedures to ensure alignment with HIS strategies.
• PRIOR WORK EXPERIENCE With over 6 years of practical experience in Health Informatics, I have held key roles such as a Technical Lead at Baylor Uganda and a Health Informatics Officer at IntraHealth International Inc. My extensive professional background spans Uganda and Kenya in East Africa, where I managed health information systems for reputable organizations, including Baylor Uganda and IntraHealth International Inc. Operating in the international development sector, particularly in Uganda and Kenya, I directed health informatics projects for two USAID-funded mega projects. My leadership was pivotal in implementing and widely adopting Ministry of Health Information Systems, encompassing Electronic Medical Records (EMR) systems and decentralized DHIS2 data capture. I spearheaded the development of wire-framing frameworks for data transfer from EMR to DHIS2, employing strategic leadership, engaging diverse stakeholders, and executing complex health information projects, such as ACASI. Throughout my career, I have successfully collaborated with USAID, CDC partners, the Ministry of Health, and various stakeholders in the seamless implementation of health information projects.
• TEAMWORK, INTERPERSONAL SKILLS, AND ABILITIES In my role as the Technical Lead for Health Information Systems (HIS) at Baylor Uganda and previously as a Health Informatics Officer at IntraHealth International Inc., I have successfully collaborated with USAID, CDC partners, and the Ministry of Health, showcasing my adeptness in engaging with a diverse range of stakeholders. My experience encompasses leading the implementation of Ministry of Health Information Systems and driving the expansion of Electronic Medical Record (EMR) systems. This underscores my proven ability to provide strategic leadership and foster consensus within large and diverse teams for complex projects. While serving as a key contributor to the development of the Monitoring and Evaluation Management Information System (M&E MIS) at IntraHealth International, I demonstrated my capacity to work both independently and as part of a multicultural team. The successful deployment of a robust MIS, widely adopted for data calls, attests to my effectiveness as a team member, leader, and supervisor. Navigating and managing politically and culturally sensitive issues in a diplomatic manner is a hallmark of my achievements. Notably, leading the expansion of the Uganda EMR and successfully managing health informatics projects in diverse settings underscore my capability in handling complex challenges. • EDUCATION I possess a Master of Science in Information Systems and IT Security from Nexus International University with further training in Critical Thinking and Decision Making, Research Methodology, Database Systems, Information Systems Security, ICT Policy Formulation and Implementation, Information Systems Analysis and Design, Cloud Computing and Big Data Analytics, Information Systems for Managers, Information Systems Modelling and Simulation and Information Systems Project Management. These have strengthened my comprehensive set of skills ranging from technical expertise to critical thinking and managerial proficiency.
