Conduct customized participatory technical and institutional capacity development for organizations. The process prioritizes:

• Development of strong working relationships with colleagues and external partners to facilitate effective collaboration on shared goals.

• Building relationships with key partners engaged in supporting households for Orphans & Vulnerable Children (OVC) and Early Grade Reading (EGR) in seventy-three across all the regions in Uganda.
• Establishment and leading systems strengthening and institutional development for the ICYD Activity, which has greatly contributed to improvement in quality of service delivery of local partners spearheading of Early Grade Reading and Child Protection interventions.
• Spearheaded Organizational Capacity Assessments for ICYD Activity local partners (comprised of Baseline and End line Organizational Capacity Assessments – OCAS).
• This included the development of a capacity development framework and action plans for each of the local partners, which subsequently guided implementation of the capacity development interventions for the respective local partners.
• Provided technical oversight to organizational development needed for each of the local partners to transition to direct USAID funding – integrated strengthening of institutional capacity of local partners, in preparation for the Non – US Pre Award Survey (NUPAS) conducted by USAID in May/June 2022.
• Worked closely with district structures to integrate ICYD activities into district plans.
• Established processes for development and monitoring of the Memorandum of Understanding (MoUs), between ICYD and line ministries/local government authorities.
• Engaged closely with the relevant technical advisors and government entities, in the development of strategies to institutionalize continuous professional development practices established under ICYD including pre and in – service training for teachers and certification of both social workers and para social workers.
• Spearheaded institutionalization of selected practices in data collection, review and use for monitoring and program improvement at multiple levels.
• Collaborated with the private sector component in strengthening organizational capacity for local partners, to engage with the private sector in long term support, for key interventions, focusing on education and child protection.

• Providing technical support to the Ministry of Gender, Labour and Social Development (MGLSD) - Team Member of the National Child Protection Working Group; provided technical guidance for policy development and programming on Child Protection and Child Safeguarding, including technical input for the development of the National Child Policy 2020 and Implementation Plan FY 2020/21 – 2024/25.
• In addition, provided invaluable input into the development of guidelines for district level child helplines titled, 'Guidelines for the Uganda Child Helpline District Action Centers.'

• Leading capacity development focusing on Child Protection and Violence against Children and Adolescents.
• Provided technical input in the design of a course titled 'Practice Oriented Child Protection'; As part of national level child protection systems strengthening, worked closely with Ministry of Gender, Labour and Social Development and partners, to build the competencies of over 1300 government social service workforce, at national and district levels, across key sectors that interface with children, including Health, Justice, Education, Social Welfare and Internal Affairs (Police – Child and Family Protection Department);
• Spearheaded and developed an online course to address Violence against Children and Adolescents that engaged 150 the social service workforce in both government and non – government institutions. The course is titled, 'Prevention and Response to Violence against Children and Adolescents.'

• Social Service Systems Strengthening:
• Makerere University, Department of Social Work and Social Administration, 2018 – 2019
• Reviewed and finalized the Harmonized Case Management Toolkit comprised of: Case Management Standard Operating Procedures for Child Programming; Case Management Tools for Child Programming.
• Conducted institutional capacity development that included workforce strengthening for the formal Social Service Workforce on the Harmonized Case Management Toolkit for Child Programming, in collaboration with Ministry of Gender, Labour and Social Development (MGLSD).
• Catholic Relief Services – 4 Children Project, 2017
• Conducted an assessment titled, 'Case Management Approaches and Models for OVC Programming in Uganda,'; The findings provided invaluable input harmonization of the Case Management Toolkit, under the Ministry of Gender, Labour and Social Development, for strengthening Case Management of the formal Social Service Workforce in both government and non – government institutions/organizations.

• Provided technical support to Ministry of Health in the development of 'National Guidelines and Service Standards for the Health Sector Prevention of and Response to Gender Based Violence and Violence against Children'; provided technical oversight to the development of the Health Sector Capacity Development intervention on Violence against Children.
• Developed a package for health sector response to VAC systems strengthening, particularly, Health Service Workforce Strengthening in VAC prevention and response.
• The package included the 'Participant’s Manual: Training Manual for Health Workers, Prevention and Response to Violence against Children (VAC)', as well as the 'Facilitator’s Manual: Training Manual for Health Workers, Prevention and Response to Violence against Children (VAC)'.

• Part of the AGYW technical advisory group that led the development of the 'Health Sector HIV Prevention Strategy for Adolescent Girls and Young Women, (2020 – 2025).'
• Incorporated models and key information for both in school and out of school AGYW, on GBV and VAC prevention and response, as well as models that address both GBV and HIV, including SASA!; Journeys Plus; as well as the Reporting, Tracking, Referral and Response (RTRR) Guidelines of the Ministry of Education and Sports.

• Technical resource person for Psychosocial Care and Support; provided technical support in the design of guidelines and Standard Operating Procedures for Health Workforce Strengthening in Psychosocial Care and Support for Children, Adolescents and Young Persons Living with HIV, as part of the Comprehensive Package of Care.
• Led integration of Child Protection and GBV Programming as a key component for holistic Psychosocial Care and Support for Children, Adolescents and Young Persons Living with HIV.
• Developed Draft Implementation Guidelines and Capacity Development resources for Psychosocial Care and Support for Children, Adolescents and Young People Living and Affected by HIV/AIDS.

• Provided technical support to the USAID/Sustainable Outcomes for Children and Youth (SOCY) Project for 19 districts, which prioritized participatory development of action plans for child wellbeing, as part of institutional development for districts.
• The capacity development intervention engaged closely with the formal health and social service workforce at the forefront of child and adolescent wellbeing in key sectors, including Health, Education, Justice, as well as Internal Affairs (Police – Child and Family Protection Department).
• The action plans were integrated into the Sub National Level Plans.
• The process ensured alignment with Global Instruments and National Guidance, on Child Wellbeing, including: United Nations Convention on the Rights of the Child (U`NCRC); the SDGs and the Uganda National Child Policy.
• Focused on key priority areas for comprehensive child wellbeing namely: Survival; Protection; Development and Child Participation.

• Provided technical oversight to the first Alternative Care Consortium in Uganda.
• The Consortium promoted family based care for children living without appropriate care in Uganda, as well as Restorative Juvenile Justice, in line with the existing legal and policy framework for children.
• The Consortium comprised of Makerere University, Department of Social Work and Social Administration; Child’s I Foundation; Alternative Care Initiative; and the African Network for the Prevention and Protection against Child Abuse and Neglect (ANPPCAN); the consortium worked closely with the Ministry of Gender, Labor and Social Development.
• Community Engagement for Alternative Care and Restorative Juvenile Justice, that ensured sustainable reintegration of children and adolescents from remand homes and Child Care Institutions to families.
• Provision of technical support to the Ministry of Gender, Labor and Social Development in establishing the Alternative Care Secretariat, as well as support systems and structures, including: Strengthening the National Alternative Care Panel engagement for review of intercountry and domestic adoption, as well as both long term and short-term foster care.
• Development of data management systems for subsequent timely data analysis and reporting regarding status of Child Care Institutions, based on government assessments; follow up visits and closure.
• Review of the draft Uganda National Frame work on Alternative Care.
• Development of the National Action Plan on Alternative Care for Children, 2016/17 – 2020/2021.

• Provide capacity-building support for organizations in Uganda and the region commencing with Organization Capacity Assessments and providing specified agreed upon technical support to staff to accomplish action plans.

• Provided technical guidance to the USAID/Strengthening Uganda’s National Response for Implementation of Services for Orphans and Other Vulnerable Children (SUNRISE OVC) Project.
• Collaborated with Ministry of Gender, Labour and Social Development and Ministry of Local Government, as well as partners; provided technical support for Child Protection Systems Strengthening that included workforce strengthening of Probation and Social Welfare Officers, Community Development Officers, Education Officers, Health Workers and Police Officers.

• Provided technical leadership to Multi-Site HIV Prevention Clinical Trials among HIV – 1 Discordant Couples.
• Established systems and structures for the multi – country research project, which facilitated high recruitment and retention of study participants, comprising of discordant couples, for three study cohorts.
• Built competencies for regional teams in the Eastern and Southern African regions in countries including, Botswana, Zambia, Tanzania, Kenya, South Africa and Uganda in integrating psychosocial support and care for couples and their children.
• Provided technical guidance and support for capacity development in HIV Prevention, Treatment and Care Services, including: Elimination of Mother to Child Transmission; Couple HIV Testing and Counseling as well as Anti-Retroviral Therapy Counseling.

• Provided technical leadership and oversight to the National Home Based Care Component of the National STD/AIDS Control Programme, under the Ministry of Health.
• Provided technical assistance to national and district level systems and structures; worked closely with 52 District Management Teams, including those in emergency districts.
• Ensured participatory Home Based Care Programming at national and district levels, incorporating psychosocial care and support for children and adolescents living with HIV.
• Designed, planned and implemented a national operational research titled: 'The Status of Psychosocial Care and Support for Children Infected and Affected by HIV/AIDS in Uganda'.
• The research engaged 387 children living with HIV in 11 districts, including those in both conflict and post conflict districts.
• The findings provided invaluable input in the development of a 'Comprehensive Package of Care and Support for Children and Adolescents Living with HIV.'
• Established and strengthened partnerships for sustainable national and district level Home Based Care programming that had a key component of Psychosocial Care and Support.
• The Partnerships comprised of Public Private Partnerships in Health (PPPH); Health Development Partnerships and Community Partnerships.
• Compiled regular reports to Ministry of Health, bilateral institutions and development partners including WHO, USAID, CDC, World Bank and OPEC.
• The reports provided invaluable information for guidance on subsequent effective and efficient HBC programming ensuring integration of quality assurance systems.

• Provided technical leadership for regional and district – level health workforce strengthening in HIV programming, taking cognizance of the unique issues among different population groups, including children, adolescents and young people.
• Strengthened the National Capacity Development Program on HIV Psychosocial Care and Support.
• Developed capacity development resources for HIV Psychosocial Care and Support.
• Built the competencies of 120 health workers, from the Ministry of Health and Social Services as well as Civil Society Organizations, in planning and implementation of sustainable regional and district level HIV Psychosocial Care and Support interventions.
• Provided technical support for the impact evaluation of TB/HIV/STI prevention, care and support services, including Psychosocial Care and Support, provided by OXFAM, in collaboration with the Ministry of Health and Social Services; incorporated Participatory Rural Appraisal techniques, ensuring optimal participatory community engagement in the evaluation.
