Cluster Coordination

Program Monitoring Evaluation and Reporting

o Supports Regional Coordinator, work alongside the MEL Officer to support timely and accurate compilation of data from implementation sites; weekly, monthly and quarterly as required.

o Closely follow up to ensure the collection of equity indicators – such as relating to adolescents and youth, refugees, people with disabilities, gender, etc.

o Prepare timely and high-quality reports on program implementation & forward the same to the Supervisor.

o Provide other information on program implementation as may be requested by the donor, the steering committee, etc.

Accountability

o Following up on district-level engagements to mitigate fraud and ensure timely submission of requests and documentation for payments.

o Oversee the district/cluster budgeting and expenditure, keeping track real time of all expenditure, and reporting weekly to the Regional Coordinator, expenditure versus budget.

The district-based Integrated Program Officer (Health Systems Strengthening/Local Capacity Development) leads the planning and implementation of integrated health (MNCH, FP, Nutrition, WASH, HIV/AIDS) and HSS (Supply chain, Public Health Finance management, HRH, District stewardship/coordination, and community systems) activities in the districts of support. Also coordinates with a team of Technical Advisors to ensure that all technical guidance is incorporated into the district work plans to increase the availability, accessibility, and quality of integrated health services including HIV prevention, Care, treatment, and other primary health care services. The Program officer works closely with the District Health Department to adequately plan, timely implement, and effectively monitor the execution of the project activities while ensuring adherence to MOH set standards; and incorporating lessons learned over time to improve systems and processes for enhanced service delivery. Supports program team and work closely with local partners, Communities and Districts on the development and implementation of capacity building strategies, Interventions and best practices.

Key Duties and Responsibilities

o Supported community interventions to facilitate the implementation of Reaching Every Child (REC)and Reaching Every District (RED) and other innovative approaches in the district to boost immunization and nutrition coverage in children under five

o Provided technical guidance and leads the implementation process of the integrated health program (HIV/AIDS, FP, PMTCT, MNCH, Nutrition/WASH) in the supported districts assigned.

o Contributed to the learning agenda by identifying information gaps in Child health and immunization that could be filled by secondary data analysis, literature reviews, field testing of new approaches, collaborative learning events and leads technical inputs on learning activities related to maternal, Child health and immunization

o Improved the quality of and access to HIV/AIDS services in project-supported sites by adopting and institutionalizing quality improvement and Site Improvement and Systems Monitoring (SIMS) approaches.

The Technical Advisor– RMNCAH/HIV/HSS and Nutrition provided technical and programmatic oversight under the supervision of the Programme Manager,and working closely with District Health Management Teams. Is responsible for supporting the planning, implementation and monitoring of the project, to improve maternal, new-born, child and adolescent health outcomes through and integrated Health System Strengthening approach.

Duties and Responsibilities District

o Provided day to day oversight for specific HIV/AIDS /RMNCAH, HSS and Nutrition activities and cross cutting, multi-sectorial approaches to facilitate communication and maintain collaborative working relationship with GoU/MOH Officials, development partners including UNHCR in the refugee settlements, and civil society organizations

o Served as a primary focal person or alternative on a variety of prevention technical areas like; Gender Based Violence prevention and post violence care, target population programming, social and behavioral change communication, and supports establishing and maintaining effective and highly collaborative relationship at the districts.

o Responsible for supporting; planning, implementation and monitoring the implementation of the HIV/AIDS component of the UNICEF funded programme "District Health System Strengthening; RMNCAH, HIV/AIDS and

Nutrition”.

o Established effective linkages between HIV prevention, care and treatment, and health system strengthening programs to ensure holistic and integrated approaches to HIV/AIDS programming.

Health facility

o Supported district Health Team to have the targeted HC IIIs, HC IVs (and selected HC IIs) equipped with essential medical equipment, commodities, and innovative technology (e.g. Mobi-stations, Solar Kits, and Modified Mama Kits) to provide essential and emergency MNCH services (i.e. MIC Package).

o Supported District Health Team to improve management of RMNCH medicines at the district, HSD, and health facility levels, including timely requisition and delivery of supplies, and ensure that supplies are rationally used; and facilitate the introduction and use of Medicines

o Management Information Systems in all health facilities and support the use of data from the system to monitor drug utilization, stock outs, and other challenges.

Worked with the program M&E officers and HMIS focal officers at district and Health sub district levels to support health facilities to compile, analyze and use HMIS/DHIS2 data for effective service delivery. Revive the use of monitoring charts to determine performance on key indicators including ANC indicators, health deliveries, and referrals of complicated deliveries, DPT3, measles, OPD attendance, and others.
