The district-based Integrated Program Officer (Health Systems Strengthening/Local Capacity Development) leads the planning and implementation of integrated health (MNCH, FP, Nutrition, WASH, HIV/AIDS) and HSS (Supply chain, Public Health Finance management, HRH, District stewardship/coordination, and community systems) activities in the districts of support. Also coordinates with a team of Technical Advisors to ensure that all technical guidance is incorporated into the district work plans to increase the availability, accessibility, and quality of integrated health services including HIV prevention, Care, treatment, and other primary health care services. The Program officer works closely with the District Health Department to adequately plan, timely implement, and effectively monitor the execution of the project activities while ensuring adherence to MOH set standards; and incorporating lessons learned over time to improve systems and processes for enhanced service delivery. Supports program team and work closely with local partners, Communities and Districts on the development and implementation of capacity building strategies, Interventions and best practices.
Key Duties and Responsibilities
o Supported community interventions to facilitate the implementation of Reaching Every Child (REC)and Reaching Every District (RED) and other innovative approaches in the district to boost immunization and nutrition coverage in children under five
o Provided technical guidance and leads the implementation process of the integrated health program (HIV/AIDS, FP, PMTCT, MNCH, Nutrition/WASH) in the supported districts assigned.
o Supported the development and use of health facility micro-plans to ensure effective static and outreach coverage of target populations, effective collection, analysis and use of community data at all levels to improve service delivery
o Led the development and refinement of child health capacity strengthening and quality improvement project inputs (trainings/mentoring/coaching, cool, guidelines and standards) to support GoU interventions
o Contributed to the learning agenda by identifying information gaps in Child health and immunization that could be filled by secondary data analysis, literature reviews, field testing of new approaches, collaborative learning events and leads technical inputs on learning activities related to maternal, Child health and immunization
o Improved the quality of and access to HIV/AIDS services in project-supported sites by adopting and institutionalizing quality improvement and Site Improvement and Systems Monitoring (SIMS) approaches.
o Provided technical leadership and oversight for the capacity development strategy using a holistic, collaborative framework and systems
o Worked with Ministry of Health, Government of Uganda stakeholders, partners, NGOs, USAID, and other stakeholders to ensure smooth implementation of capacity related program activities
o Conducted capacity development learning sessions and conduct regular field visits to provide technical support, capacity development, mentorship, or coaching to sub-awardees

o Ensured that the capacity building activities are in line with the contractual targets, outputs and outcomes and that the service is delivered on time
o Contributed to capacity building on quality assurance /continuous quality improvement of project tools, methodologies and approaches.
o Provided technical assistance on, rollout, and implementation of USAID GHS and infectious disease portfolio based on USAID guidelines and best practices to detect, mitigate, control, and prevent infectious diseases.
o Provided strategic inputs into the overall capacity development component, recommending adaptations based on ongoing lessons learned
o Supported the integration of quality improvement approaches into health services delivery at the health facilities within the districts.
o Led in routine assessment and identification of capacity building and service delivery needs for ensuring quality services across the continuum of the HIV and TB response.
o Participated in capacity enhancement activities including organizing tailored site mentorship to address performance and quality gaps, in accordance with project, cluster and district-specific weekly, monthly, and quarterly implementation plans.
o Participated in support supervision, mentoring and coaching activities using the Quality Improvement approach in line with the national quality improvement framework.
o Participated in data quality assessment and data quality improvement initiatives.
o Participates in performance review mechanisms at regional, cluster, district, and facility level.
o Led the implementation of the cluster-led mentorship in collaboration with the respective program Advisors o Closely worked with the Cluster M&E Officer to ensure that weekly, monthly, and quarterly results are reported as per project reporting guidelines, including ensuring quality of HIV/TB, Immunization and Nutrition data.
