Paul Ebusu is a public health specialist by training and practice. He holds a Master of Public Health (MPH) and a Bachelor of Social Sciences (BSS) degrees. He is a strong advocate of the right to health and is passionate about equity in access to healthcare without leaving anyone behind, the need for policy improvement and effective implementation, as well as adequate patient support. He has over 12years of public health practice and advocacy, and strongly believes that prevention is better than cure especially in low resource settings like Sub-Saharan African.

Provided technical input and support in data collection, respondents’ follow up, report writing and dissemination of the national tobacco control capacity assessment, 2022 for Uganda
Provided technical support to MOH and led the development of secondary regulations for the testing and reporting of contents and emissions in tobacco products
Led training of tobacco control law enforcers across five regions of Uganda including Bugisu, Busoga, Greater Masaka, Kigezi and Bunyoro
Led and supported MOH and district enforcement teams conduct smoke-free compliance assessments to monitor progress in enforcement and compliance to the law
Supported MOH and led training of custom officers in five border entry points including Entebbe International Airport, Busia, Malaba, Elegu and Kamdini
Led and supported MOH train and build tobacco control champions among university student leaders in the central region of Uganda preparing them for advocacy
Led and supported MOH conduct national stakeholder engagements bringing together key government agencies in a bid to mobilize national multi-sector action on tobacco control
Led a UN/government team for a scoping mission to the Bunyoro tobacco growing region of Uganda to meet district leaders and tobacco farmers regarding the initiative to shift farmers to other healthier, climate smart and more profitable crops
Report of the national tobacco control capacity assessment for Uganda completed and being used by MOH to support policy improvement and implementation
Development of secondary regulations for testing and reporting contents and emissions in tobacco products to strengthen enforcement of national law and the implementation of Articles 9 and 10 of the WHO Framework Convention on Tobacco Control (WHO FCTC) in Uganda
Built capacity among tobacco control law enforcers across five regions of Uganda for the enforcement of the tobacco control law
Over 157 law enforcers including police, health and environmental inspectors in 17 districts across 5 regions equipped with skills and knowledge
Yielded improvements in compliance to smoke free law among public places in the target cities with a 73.4% reduction in the presence of designated smoking areas (64% to 17%), 75.6% reduction in places with ashtrays for smoking (45% to 11%), 95.2% increase in places with NO-Smoking signs (21% to 41%), and a 14.4% increase in awareness about the existence of the law among facility staff (77% to 88%)
Attained strong support for the alternative livelihood initiative for tobacco farmers to shift from district political and administrative leaders and the tobacco farmers who are ready to shift
