Mr. Mpaata.Philly is a Registered Quantity Surveyor with 16 (Sixteen) years of professional practice and experience with a strong track record in Quantity Surveying, Construction Cost Management, Tender Management, Project Planning & Scheduling, Contract Management, Value Engineering, Tender Documentation & Management, Project Cost Estimation and Budgeting and an excellent team player.

He holds a Bachelor of Science Degree in Quantity Surveying (Second Class with Honours-Upper Division) and a Masters Degree in Business Administration majoring in Finance, all from the Prestigious Makerere University. He is a Professional Member of the Institution of Surveyors of Uganda (MISU) and a Registered Surveyor of Uganda (RSU) with the Surveyors Registration Board (SRB) Registration No.202 as established by the Surveyors Registration Act Cap 275.And also a former Member of the Professional Standards and Development committee of the Institution of Surveyors of Uganda.

Currently Mpaata Philly has been working as the Projects Quantity Surveyor with the Ministry of Health under the two World Bank funded projects; the Uganda COVID-19 Emergency Preparedness Project (UCREPP) and the Uganda Reproductive Maternal & Child Health Services Improvement Project(URMCHIP) which were successfully completed in June 2025.

The Project Development Objective (PDO) of UCREPP was to prevent, detect, and respond to COVID-19, and strengthen national systems for public health emergency preparedness in Uganda.

Project Cost: USD 195,500,000.

Ministry of Health - URMCHIP (Uganda Reproductive, Maternal, and Child Health Services Improvement Project)

The objectives of the project were to: (a) improve the utilization of essential health services, with a focus on reproductive, maternal, newborn, child, and adolescent health services in target districts; (b) scale up birth and death registration services; and (c) provide an immediate and effective response to an eligible crisis or emergency.

Project Cost: USD 155,000,000.

  • Tasks performed:

Taking off quantities from detailed drawings (architectural and structural), preparation of bills of quantities and estimated project cost, reviewing proposed forms of contracts for civil works, preparation of tender documents, evaluation of bids, supervision of works and attending site meetings, contract management and administration, preparing interim payment certificates, preparation of monthly project progress reports, taking site measurements for work done, ensuring costs of civil works are managed in accordance with approved budgets, review of proposed design changes, reviewing financial appraisals as submitted by consultants,

Evaluation of contractual claims, including the valuation of variations, keeping and maintaining project construction cost records, preparation of final accounts, preparation of practical completion certificates for the contractors, generated cost and value reports to produce accurate information on cash flow, conducted comprehensive risk assessments to proactively identify and mitigate potential project challenges, and advice to the Health Infrastructure Department (HID) on all issues relating to construction costs.

Other duties-

Contract Manager: Was Appointed Contract Manager for the construction of the following sites.

i. Construction of the Satellite Laboratory at Lira Regional Referral Hospital.

ii. Construction of the Intensive Care Unit (ICU) at Kabale Regional Referral Hospital.

iii. Construction of the Call & Dispatch Centre at Lira Regional Referral.

A project funded by the Global Partnership for Education (GPE) through the World Bank, as the grant agent.   • Training details: Uganda Revenue Authority (URA) introduced the “Joint Compliance Strategy” as an approach to managing revenue compliance during the FY 2014/15. A URA team headed by the Departmental Compliance Heads carried out analysis of the internal and external compliance risks and identified construction among the five most risky sectors that will be the focus for 2014/15. And it is on this note that I was hired to build staff capacity in undertaking construction sector audits.
  • Rating of training: An evaluation of the training was done by the staff that attended the training and results indicated that it was satisfactory and beneficial to the staff.
