Ministry Of Health-UCREPP(Uganda COVID-19 Emergency Preparedness Project)

The Project Development Objective (PDO) of UCREPP was to prevent, detect, and respond to COVID-19, and strengthen national systems for public health emergency preparedness in Uganda.

Project Cost: USD 195,500,000.

Ministry of Health - URMCHIP (Uganda Reproductive, Maternal, and Child Health Services Improvement Project)

The objectives of the project were to: (a) improve the utilization of essential health services, with a focus on reproductive, maternal, newborn, child, and adolescent health services in target districts; (b) scale up birth and death registration services; and (c) provide an immediate and effective response to an eligible crisis or emergency.

Project Cost: USD 155,000,000.

• Tasks performed:

Taking off quantities from detailed drawings (architectural and structural), preparation of bills of quantities and estimated project cost, reviewing proposed forms of contracts for civil works, preparation of tender documents, evaluation of bids, supervision of works and attending site meetings, contract management and administration, preparing interim payment certificates, preparation of monthly project progress reports, taking site measurements for work done, ensuring costs of civil works are managed in accordance with approved budgets, review of proposed design changes, reviewing financial appraisals as submitted by consultants,

Evaluation of contractual claims, including the valuation of variations, keeping and maintaining project construction cost records, preparation of final accounts, preparation of practical completion certificates for the contractors, generated cost and value reports to produce accurate information on cash flow, conducted comprehensive risk assessments to proactively identify and mitigate potential project challenges, and advice to the Health Infrastructure Department (HID) on all issues relating to construction costs.

Other duties-

Contract Manager: Was Appointed Contract Manager for the construction of the following sites.

i. Construction of the Satellite Laboratory at Lira Regional Referral Hospital.

ii. Construction of the Intensive Care Unit (ICU) at Kabale Regional Referral Hospital.

iii. Construction of the Call & Dispatch Centre at Lira Regional Referral.

• The Uganda Teacher and School Effectiveness Project (UTSEP). UTSEP

A project funded by the Global Partnership for Education (GPE) through the World Bank, as the grant agent. The project was developed to support the government in the implementation of the Education Sector Strategic Plan by improving teacher and school effectiveness in the public primary education system in the country.

Project Descriptions: Construction of building structures (classroom blocks, administration blocks, VIP latrines, and staff houses) in 138 primary schools.

Project Cost: USD 100,000,000

Tasks performed:

Investment appraisals involving cost planning and budgeting, taking off quantities from the architect’s detailed drawings, preparation of bills of quantities and estimated project cost, attending project planning meetings, preparing tender documents, participating in evaluating bids, contract management and administration, analyzing contractors’ rates for works, taking site measurements and valuation for work done, preparing interim payment certificates, evaluating contractual claims, valuation of variations, supervising work in progress, negotiating lump sums with contractors, preparing financial appraisals, attending site meetings, preparation of final accounts, and providing field training and supervision to industrial trainees and new staff intakes,Spearheaded value engineering initiatives to identify areas of potential cost reduction while maintaining project integrity, analyzed historical data from past projects to refine estimating techniques, improving the accuracy of future bids significantly,gathered data on materials, labor and equipment costs to determine total costs of projects.

• Redevelopment of Kyabazinga Palace at Igenge, Wanyange. Project cost: USD 2,655,500.
• Extension to Makerere University Main Library, Part A. Project Cost: $1,900,000.
• Proposed Multi-Level Car Parking for the Parliament of Uganda: Project cost USD 13,200,500.
• Proposed Mbale Currency Centre. Project Cost - USD 3,900,000.
• Propose new office layouts on levels 01, 05, and 09 for the Bank of Uganda; project cost: USD 2,160,000.
• Proposed refurbishment of MTN Service Centres in Mbarara, Kyagwe Road, and Jinja Road - Project Cost - USD 1,710,665.
• Proposed Multi-Storey Block at Busoga University: Project Cost USD 1,300,000.
• Proposed Muganzirwazza commercial complex: Project cost USD 1,830,500.

Tasks performed:

Taking off quantities from detailed drawings (architectural and structural), preparation of bills of quantities and estimated project cost, preparation of tender documents, evaluation of bids, contract management and administration, analyzing contractors’ rates for work, site measurements for work done, valuation of work done for interim payments, preparation of interim payment certificates, evaluation of contractual claims, valuation of variations, supervision of construction work in progress, preparation of financial appraisals, attending site meetings, preparation and negotiating final accounts, and providing field training and supervision to industrial trainees and new staff intakes,assisted in dispute resolutions between clients and contractors by providing expert advice on contractual obligations and industry best practices,ensured accurate invoicing by reviewing contractor claims for compliance with contract terms and conditions before submission to clients.
