National Focal Point for Switch Africa Green Progranne

Uganda is implementing the Switch Africa Green (SAG) Project which is designed to achieve sustainable development by engaging in transition towards an inclusive green economy, based on sustainable consumption and production (SCP) patterns, while generating growth, creating decent jobs and reducing poverty. This is achieved through support to private sector led inclusive green growth. The project is funded by the European Union (EU) through the United Nations Environment (UNE) in collaboration with the United Nations Development Program (UNDP), United Nations Office for Projects Services (UNOPs) and the National Environment Management Authority (NEMA). The project covers six African countries namely Burkina Faso, Ghana, Kenya, Mauritius, South Africa and Uganda, and has three components of policy support, green business and networking. In Uganda, the priority areas are: Agriculture, Tourism and Manufacturing, and SCP applications in these sectors are promoted through crossing cutting themes/areas: Energy Efficiency, Labeling and Standards, Water Efficiency and Eco Innovations.

Responsibilities.

  • Under the green business component, the project supported a number of Grantees and beneficiaries in greening their businesses in the areas of manufacturing through waste minimisation (zero waste), energy efficiency, resource efficiency and water efficiency
  • Under the policy component, Uganda developed its Country Implementation Plan in 2017 where gaps, challenges and opportunities for green business development were analysed and provided recommendations. A national policy action plan was developed to stream line the policy interventions with national priorities and strategic development objectives. Under this project, the green Manufacturing Strategy was developed , two policies i.e. procurement policy , and Tourism Bill greened .
  • Currently, under the project, funds have been provided to support the dissemination of the National Organic Agricultural Policy and the development of the National Organic Agricultural Bill. This support is provided to the Ministry of Agriculture, Animal Industry and Fisheries who are also working with NOGAMU.
  • Assisted in developing grant proposals to support social service initiatives

Project Manager-Uganda Municipal Solid Waste Compost Project

I was the Project Manager for the Uganda Solid Waste Compost Project to date.The Uganda Municipal Solid Waste Composting (MSWC) project was initiated in Uganda as a project under the National Environment Management Authority (NEMA) with financial and technical support from the World Bank under the Environment Management and Capacity Building Project (EMCBP). The project was registered under the United Nations Framework Convention on Climate Change and the Clean Development Mechanism (CDM) as Program of Activities, PoA No.2956. The project was implemented in the Municipalities of Hoima, Masindi, Arua, Gulu, Tororo, Busia, Entebbe and Mityana.

Responsibilities.

  • Preparing/ reviewing the requisite project documents including but not limited to; Programme of Activities Design Documents (PoADD), CDM Programme Activity
  • Preparing Terms of Reference (TOR) for the project activities and supervising consultants and contracts under the project activities
  • Closely working with the civil works consulting Engineers, individual site contractors, the Municipal Engineers and other urban councils' staff in implementation of project activities including participation in site meetings and inspection.
  • Oversee project start and site handover.
  • Working with the staff of NEMA and participating Urban councils to generate Operational Monitoring Plans (OMP) appropriate for the Monitoring of the compositing operations and ensuring that appropriate reports are generated by NEMA and the Urban Councils/ Municipalities
  • Policy management, review and reform
  • Preparing the Urban Councils/ Municipalities and other relevant stakeholders for Emission Reduction (ER) validation and verification exercises
  • Giving guidance to Urban Councils/ Municipalities to identify appropriate community benefit projects and to prepare community benefit plans, including monitoring their implementation
  • Participating in generating appropriate procurement and bidding documents; participation in the technical evaluation process, drafting Contracts and minutes
  • Preparing minutes of all meetings related to the waste composting project and ensure appropriate record keeping of documents related to the Project
  • Designing and coordinating the relevant training programmes under the project and take the lead in their implementation; especially training the Urban Councils' personnel in organic solid waste composting process and project data collection, management and collection
  • Preparing of requisite progress reports on implementation of the project activities including monthly quarterly and annual reports
  • Obtain and prepare the requisite accountabilities for the project funds
  • Maintaining a register for all assets under the project, including their operation status/ condition and location at all times; and ;

  • Supported Municipalities/ Cities in drafting by-laws and ordinances for management of their Municipal Solid Waste
  • Trained both the political and technical wings of Municipalities and Cities in aerobic decomposition of waste and formed functional project steering committee comprising of the Town Clerks, Municipal/City Environment Officers, Health Inspectors and the Mayor and Councillors
