Samson Kironde

Dr. Samson Kironde is a holder of a Doctorate in Public Health and Epidemiology from Oxford University, United Kingdom and a Bachelor’s degree in Human Medicine from Makerere University, Uganda. He has more than 20 years’ experience in health programming including writing, setting up, managing and providing technical assistance to large public health programs in developing countries. He has worked on programs in HIV/AIDS, TB, malaria as well as reproductive, maternal, newborn, child and adolescent health (RMNCAH), nutrition, education, emerging epidemics control (COVID-19), as well as on community health systems and health systems strengthening. His major areas of expertise include strategic project planning; project management and implementation; knowledge management; technical writing; monitoring & evaluation; strategic information analysis; data visualization and use; documentation and dissemination of programmatic results; operational and implementation research; individual and organizational capacity building; technical assistance; as well as community and health systems strengthening. As a former Chief of Party of five large PEPFAR funded projects, Samson’s emphasis was to support public health sector cadres at all levels including national, subnational and health facility management staff to serve as change agents and focus on improved health outcomes especially for marginalized key and vulnerable populations including children, adolescent girls and young women (AGYW), out-of-school youth, PLHIV, fisherfolk and LBGTQI+ through such mechanisms as person-centered and client-friendly services, increased efficiencies, performance and quality improvement and assurance, as well as the utilization of institutionalized evidence-based planning and decision-making. In his previous work experience, Samson has worked in challenges operating environments such as fragile, conflict-affected and vulnerable settings and he has also been responsible for providing strategic direction and technical assistance to business development initiatives including technical and cost proposal writing, leading proposal teams, putting in place partnering mechanisms on bids and when the bids are successful, participating in the development of annual work plans and activity monitoring, evaluation and learning plans. Samson has also worked as an independent consultant for a number of organizations including Africa CDC, the Health Systems Trust of South Africa, the International AIDS Vaccine Initiative, UNICEF, UNAIDS, the Uganda AIDS Commission, Universities as well as several international and national non-governmental organizations (INGOs and NNGOs). Samson has also been involved in the design and implementation of regular data quality audits and routine internal evaluations and performance reviews and led dissemination through technical report writing, oral and poster presentations at local and international fora and regular communication with key stakeholders such as the Ministry of Health, bilateral and multilateral development partners, civil society and beneficiaries. He was also part of the team that designed, conducted and disseminated 7 lot quality assurance sampling (LQAS) surveys under the projects that he led. Samson is a keen researcher and has authored publications in several peer reviewed journals. He authored the chapter on Tuberculosis for the 2000 and 2002 editions of the South African Health Review and has been a personal recipient of grants from organizations such as the International Clinical Epidemiological Network, the former UK Department for International Development (DFID) and the Sir Halley Stewart Trust for work in the field of Public Health. He has also been a reviewer for several international journals including Acta Academia, African Health Sciences, Health Policy, International Journal of Tuberculosis and Lung Disease, Social Science and Medicine, Africa Health Promotion and the Research Council of Norway. He has also mentored doctoral (PhD) candidates. Samson is a team player with excellent analytical, time management, written and oral communication skills and he is proficient in all the major computer packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.), Epi info, SPSS, Power BI and the online communication platforms such as Google Meet, Microsoft Teams, Skype, Webex and Zoom for virtual audio-visual communication.
