1. Strengthen coordination and collaboration with government counterparts, sector leads and partners in Zone 2.

  • Collaborate effectively with Assistant Settlement Commandants and partners in the administration, coordination and management of the camp, with major emphasis placed on organizing, and co-chairing zonal coordination meetings, monitoring assistance and protection, setting up and supporting governance and community participation mechanisms, managing and disseminating information, providing multisector feedback mechanisms, and maintaining infrastructure.
  • Participate in the internal coordination with sector leads (protection, WASH, livelihood, environment, program, Education, SGBV, Community Based Protection) to identify and address gaps in service delivery.
  • Participate in inclusive community engagement to support community-based protection and guided community driven development at grassroots level (Village/RWC1) incorporating Community Building, support to Community Education, Community Organizing, Deliberative Dialogue, and Peaceful Coexistence.
  • Work closely with and provide meaningful support to refugee and host community leaders at all administrative levels, including other community structures on community roles and responsibilities.
  • Undertake regular field visits, make contact and dialogue with partners and refugees on project implementation, challenges, and progress as well as to assess the needs of persons of concern.

2. Monitoring and Reporting on Partner and UNHCR Direct Implementations in Zone 2.

  • Participate in routine joint monitoring of partner activities and direct implementations, evaluate progress, understand operational partner plans with a focus on the efficient and effective service delivery, and conduct routine assessments on partner implementation of livelihoods and economic inclusion activities to ensure service reaches and targets the appropriate beneficiaries.
  • Identify and record any gaps in service delivery, refer them to the appropriate sector leads or partners, keep track of their progress, and give feedback to the affected organization.
  • Undertake regular home visits, and conduct individual case identification, and assess the needs of those who are of concern. Pay close attention to identifying vulnerable groups or individuals who may require special consideration or arrangements and refer cases to the Protection or sector focal persons for supportive services.
  • Ensure full participation and represent UNHCR in physical monitoring of projects conducted by the Multi-Functional Team in an ongoing basis in the mid to end year reviews of partner activity implementation against planned and agreed upon interventions as per the PPA.
  • Map community facilities, leadership structures, Gaps, opportunities, capacities, and incidents in collaboration with partners and other stake holders in zone 2.

3. Providing Oversight on Assistance Distributions and other related internal support.

  • Serve as the focal point on core relief items (CRIs) for Sub Office Moyo and coordinate with the distribution partner to come up with the plans based on needs identified, data verified by the protection unit and prepare release requests for items approved by the Head of sub office through the Field Officer, Programme unit and Supply for timely delivery of items.
  • Coordinate with WFP to receive a distribution plan and shared with refugees’ leaders and others while ensuring the FDPs are safe, and secure for food distribution.
  • Monitor the quality of food and other assistance or any gap during the distribution and refer to appropriate actors for redress, while placing keen attention on WASH, child protection cases and other vulnerable groups and referring to Protection or litigation for follow up support.
  • Support data management section in providing technical support to partners during distributions, generation of distribution manifests and reports.
  • Provide end of CRIs distribution reports focusing on the achievements and challenges encountered while making recommendations and/or proposals for future improvement.
  • Liaise with the protection zonal focal person and other sector leads to identify, document, and refer individual protection cases while providing back up support to field and/or protection colleagues on leave and/or missions.
  • Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.

During the period of 6th June 2022 to 15th October 2022, I successfully achieved the following to fulfill my assigned responsibilities and duties to successfully meet performance expectations.

Verification and IPE Activity Oversight and Resources Management

  • Exercised leadership capabilities by successfully motivating and inspiring others while demonstrating leadership skills in managing the project from concept to completion.
  • Identified issues, analyzed information and provided solutions to problems.
  • As a team, we managed to get verification to the last line before the 7 months period allotted for Bidibidi. Not only did we finish timely, but this was also an exercise that had a budget and timeframe attached. Thus, proved successful working within tight deadlines and a fast-paced environment.
  • I Supervised and managed over 80 government recruited and UNHCR verification and individual profiling staff of different ages and diverse backgrounds in the daily running of the verification team activities in Bidibidi refugee settlement, including monitoring staff performance, impacts, and outputs.
  • In consultation with the supervisor, I made decisions relating to the day-to-day operations of the verification team and ensured registration procedures are efficient and effective and planned resources were optimally utilized to minimize budget overruns.

Data Management, Quality Control and Quality Assurance

  • I conducted regular data quality checks to monitor the accuracy of the data collected and verified.
  • Kept regular contact with data management colleagues at the regional office Kampala and the headquarters on matters pertaining to the field and central servers, the biometric identity management systems, Rapid application and any database related support.
  • In coordination with the operational data management staff, I assisted in the timely consolidation and drafting of statistics and other registration/verification data reports on persons of concern.

Training and Development

  • I also contributed to the training and internal capacity building of UNHCR and OPM staff in verification/registration, including on-the-job coaching and guidance.

Reporting

  • On a daily and weekly basis, I drafted and submitted reports and statistics related to verification and individual profiling exercise.
  • On a weekly basis, I generated the list of beneficiaries for Kobotool household surveys and shared with Information Management team in Kampala for validation and uploading.
  • Recorded and reported the daily log to the registration officer and the Senior Protection officer on major issues affecting the verification exercise that required urgent UNHCR and OPM intervention.

Compliance and Protection Mainstreaming

  • I supported in enforcing compliance by UNHCR staff engaged in verification/registration and related activities with UNHCR standards and policies and operation-specific SOPs for all aspects of the registration operation.
  • I established linkages with the protection unit within the office and monitored the timely referral of persons with specific needs for protection follow-up.
  • Regularly assisted in the implementation of procedures and systems for verification exercise, including in the securing and distribution of identity and entitlement documents.
  • Assisted in the implementation of registration strategies and methodologies for populations of concern while drafting and implementing operation-specific SOPs for all aspects of the verification exercise in accordance with applicable standards and policies, including provisions for the protection of individual data and the prevention and identification of fraud.

Accomplishments

  • In 2019, in consultation with the data management section, I developed a tool for tracking cases approaching litigation desks during general food assistance distributions to understand the trends and develop recommendations for better decision making as the number of children and other vulnerable groups showing up to receive ration on behalf of eligible adults had become tremendous.
  • In 2020, I took the lead in configuring the Child Protection Assessment questionnaire and deploying it into a kobotool while technically guiding the data collection process until the final stage.
  • In 2022, I successfully supervised a team of about 80 OPM and UNHCR verification staff members and managed to complete the verification and individual profiling exercise in Africa's largest refugee settlement Bidibidi in 5 months as opposed to the planned 7 months and with no budget overruns.
  • In 2023, I developed a school monitoring tool for non-technical staff and the zonal focal points and shared with the Education focal point and Protection officer for review as a way to strengthen support monitoring and supervision for improved learning outcomes, and it has been adopted and approved to operate as an official document in Palorinya refugee settlement.
