Job Purpose: The Senior Monitoring and Evaluation Advisor is responsible for supporting the design and implementation of the project’s monitoring, evaluation and learning agenda. He/she will ensure functionality of systems to measure and document program process, outputs, and impact results by routinely and systematically collecting and analyzing program data and presenting program results to project staff, district and central MOH teams and donors. Supervise Monitoring and Evaluation Advisors/Specialists

· Coordinate and work with other project staff to manage a robust project M&E system.

· Planning and implementing Data Quality Assessment as a tool for improving data quality and understanding of indicators

· Participate in the continuous review of the project’s Activity Monitoring, Evaluation and Learning Plan (AMELP);

· Take lead and participate in generating weekly, monthly, quarterly, and annual project reports and ensure timely submission of the reports to the Donor.

· Ensure that Donor and project specific reporting platforms are updated on an ongoing basis, i.e., Project databases, HIBRID, PRS, Trainet, FTF, PRS and DIS.

· Working closely with the Database Manager participate in the management of project databases.

· Work with project, MOH and district teams, including District Biostatisticians, to jointly design, implement and monitor interventions to strengthen district HMIS systems

· Provide Technical Support the Districts Biostatisticians in managing COVID-19 Vaccination data during Pre and Post accelerated vaccination campaigns.

· Supervise and mentor MEL staff

Remarkable Achievements in the last year

· Built inhouse data quality data quality checks customized for RHITES-EC

· Within 6 months guided the field teams in improving data quality and RHIITES-EC was recognized in FY21 Q2 and Q3 for her performance in improvement of data Quality among all USAID Health implementing Partners.

· Took lead in clearing COVID-19 Vaccination data backlog clearance in the region by recruiting and training of Data Clerks for this purpose
