Job Purpose: The Senior Monitoring and Evaluation Advisor is responsible for supporting the design and implementation of the project’s monitoring, evaluation and learning agenda. He/she will ensure functionality of systems to measure and document program process, outputs, and impact results by routinely and systematically collecting and analyzing program data and presenting program results to project staff, district and central MOH teams and donors. Supervise Monitoring and Evaluation Advisors/Specialists

· Coordinate and work with other project staff to manage a robust project M&E system.

· Planning and implementing Data Quality Assessment as a tool for improving data quality and understanding of indicators

· Participate in the continuous review of the project’s Activity Monitoring, Evaluation and Learning Plan (AMELP);

· Take lead and participate in generating weekly, monthly, quarterly, and annual project reports and ensure timely submission of the reports to the Donor.

· Ensure that Donor and project specific reporting platforms are updated on an ongoing basis, i.e., Project databases, HIBRID, PRS, Trainet, FTF, PRS and DIS.

· Working closely with the Database Manager participate in the management of project databases.

· Work with project, MOH and district teams, including District Biostatisticians, to jointly design, implement and monitor interventions to strengthen district HMIS systems

· Provide Technical Support the Districts Biostatisticians in managing COVID-19 Vaccination data during Pre and Post accelerated vaccination campaigns.

· Supervise and mentor MEL staff

Remarkable Achievements in the last year

· Built inhouse data quality data quality checks customized for RHITES-EC

· Within 6 months guided the field teams in improving data quality and RHIITES-EC was recognized in FY21 Q2 and Q3 for her performance in improvement of data Quality among all USAID Health implementing Partners.

· Took lead in clearing COVID-19 Vaccination data backlog clearance in the region by recruiting and training of Data Clerks for this purpose

I was hired as a Consultant by The Children of the Nile (TCON) during Identification, mapping and verification of Widows, Orphans and vulnerable children in preparation for distribution of benefits in Acholi, Lango and Bukedi sub region for FY2020 season

Key roles

Job Purpose: The M&E Manager supports the existing Ministry of Health M&E framework, put in place data quality assurance processes, and ensure timely collection of data, cleaning, synchronization, entry and analysis. The M&E Manager also coordinates the implementation of the M&E plans by districts and partners, provide technical support to and build capacity of project and district teams in data use.

Job Purpose: Work with the project team to support implementation of project M&E and Data Systems, ensuring, collection, Analysis, and dissemination of information to track project progress at project and facility levels.

Key duties and responsibilities

• Work closely with project, hospital clinical and data staff, to strengthen collection, analysis and dissemination of information in relation to key performance indicators (KPIs) of the project using MOH and Project HMIS systems and tools, guidelines and procedures
• Oversee and initiate procedures to maintain data quality at both hospital and project level like double checking hard reports and DHIS2 entries and share with the facilities
• Provide M&E technical support and training to the project team including development of data collection tools, preparation of Performance summary table using appropriate applications
• Plan and participate in program surveys, organize and coordinate the preparation of monthly, quarterly, Semi-annual, Annual performance reports with program staff and partners and giving feedback through appropriate means.

Remarkable Achievements in the last year

• Continuously updated Systems, databases, and manuals in response to the dynamic changes in strategies and approaches to project implementation and service delivery.
• Updated DAQUAREV (Data Quality Review system) for reviewing FY17 reports.
• Designed the HIV testing and TB Module for the inhouse DHIS2 aggregate instance for the project.

Key Roles

• Participate in training of the field Data Collectors, District focal persons, sampling and supervision of the data collection exercise to ensure the set standard is adhered to for the achievement of desired quality data
• Held entry meetings with District leadership to identify techniques to overcome declines and exit meetings to share experiences

Job Purpose M&E Coordinator/Data Manager is the technical head of the data management unit with overall responsibility of spearheading the Monitoring and Evaluation activities of the project. As a specialist in M&E and Data Management issues, support, guide and provide technical expertise required to track deliverables through monthly outcome monitoring, Mini and Large scale surveys. The M&E Coordinator also provides the site with Statistical Data Analysis to monitor progress towards attainment of MDGs.

Key duties and responsibilities

• Develop annual work plans and budgets for the M&E sector support sectors in the review of their work plans and generate measurable and realistic indicators to monitor implementation progress
• Ensure effective design and implementation of impact surveys to assess project progress
• Design activities to strengthen the technical capacity of staff in Research, Report Writing and M&E activities through targeted mentorship and trainings
• Recruit and Train data collectors / enumerators in data collection techniques and Confidentiality issues
• Ensure proper utilization and accountability of sector funds and equipment
• Collaborate with data managers across MVP sites to share lessons learnt and experiences all geared towards improving quality of research and service delivery
• Develop, manage and nurture effective partnerships; local and central government departments, NGOs, CBOs, and other institutions
• Prepare and Submit timely sector monthly, quarterly and annual reports
• Design and avail appropriate sampling frames for specific surveys
• Localizing Data collection tools to suit Ruhiira and design data collection tools for evaluation studies as per sector needs

Job Purpose

The M&E Officer supports the establishment and review of the M&E frame- work; ensure the M&E plan is implemented effectively; support data collection processes and the management of the M&E databases, spearhead all M&E reporting at site level; link all M&E reports into an overall assessment of implementation outcomes

Key Duties and responsibility

• Develop, Update, Modify and Manage databases for monitoring the implementation of the program according to established guidelines
• Build capacity of the data teams mainly Data Officers in executing data management tasks
• Monitoring the implementation procedures for backing up all data and maintaining its security according to the M&E SOPS
• Prepare periodic M&E reports and timely submission of the reports to the donors and other stake holders according to standardized agreed reporting formats

• Attend review meetings with program staff, stakeholders and give feedback on M&E activities

I was Co Opted as M&E Officer (on Level of Effort) by Infectious Diseases Research Collaboration (IDRC) during the SEARCH study Pilot in Kacherere Parish Mbarara District

• I took charge of training research assistants and supported all the M&E function during the survey Installing and configuring QDS on the tablets
• Download completed interviews and perform preliminary analysis and backup cleaned data on the server for the PIs
