I am a Veterinary Surgeon, a distinguished scientist and a Fellow of the Uganda National Academy of Sciences (FUNAS) who has specialized in biomedical sciences; Science, Technology, Research and Innovation Development and Management; a space I have worked in for the last 28 years. Among other public positions, I have served as the Director Science, Research and Innovation at the Ministry of Science, Technology, and Innovation (MoSTI); I worked as Deputy Executive Secretary of Uganda National Council for Science and Technology (UNCST). I have worked and continue to work as a researcher. I am also currently serving as an Associate Professor of Public Health at Busitema University.
On the international scene I served as the Africa Vice Chair for the Geneva based Commission of Science and Technology for Development (CSTD) of the United Nations Conference on Trade and Development (UNCTAD) from 2015-2016.
In the course of my work, I have among other things conducted epidemiological studies and sero-surveillance of livestock diseases and contributed to national and international disease control strategies and policies. I also undertook research and published several papers in peer-reviewed journals, supported research and innovation in livestock health, trained extension workers, served as a biosafety and biosecurity subject matter specialist for Uganda during the WHO coordinated joint external evaluation of the implementation of the International Health Regulation (IHR); founded and served as the founder president of biosafety and biosecurity association of Uganda (BBAU).
I have provided strategic guidance on Science, Research, and Innovation. My work has profoundly impacted the national research and innovation ecosystem in Uganda. I have also championed the development of numerous policies and strategies in science, technology and innovation; and have worked closely with numerous ministries, departments and agencies, national, regional international organizations. While at the UNCST, I provided effective leadership during the implementation of a 5-year U$ 33 million Millennium Science Initiative (MSI), a ST&I project co-funded by the World Bank and Uganda government. I have also provided effective leadership to the following institutions:
· The Atomic Energy Council where he serves as a member of the Governing Council of and chairman human resource committee
· The Research and Education network of Uganda where he is a member of board of directors and a member of the Audit and Risk Committee
· The Institutional Research Advisory Board of Uganda Management Institute (UMI) where he serves chairperson.
I also serve as Uganda’s lead negotiator on Climate Technology Development and Transfer at the UNFCCC Conference of Party (COP) meeting
I hold a Bachelor of Veterinary Medicine Degree from Makerere University, a Master of Science Degree from Free University of Berlin, a Doctorate Degree from University of Copenhagen (KVL), a Master of Business Administration Degree from ESAMI and a Diploma in Leadership Development in ICT from Dublin City University (DCU). Dr. Otim won a Leadership Award from the Eastern and Southern Africa Management Institute (ESAMI) in 2009 given in recognition of his outstanding leadership skills.
I am a transformative leader with a penchant for transforming ideas into polices and action for the betterment of society.
During my 12 years as a researcher at NARO, I:
• Led research in infectious and zoonotic diseases of poultry, and other food animals
• Developed research agenda to generate technologies that improve production of food animals and food security
• Coordinated, monitored and reported institutional research work for dissemination to stakeholder
• Generated technology outputs/knowledge that informed policy formulations by the ministry of Agriculture Animal Industry and Fisheries
• Developed methodologies and issued guidelines for veterinary strategies for the prevention and control of viral zoonotic diseases/infections
• Writing research proposals and mobilizing resources for research through competitive grants
• Designed and carried out experiments and field studies; produced reports and research papers and presented them at relevant fora
• Peer reviewed articles from colleagues and trained field extension workers, disseminated research results through teaching, publications, conference presentations and reports
• Coordinated collaborations with FAO/IAEA
• Carried out epidemiological investigations, field surveillance and diagnosis (both field and laboratory) of livestock diseases with a view to generating technologies that address constraints of production
• Undertook Day-to-day supervision of research laboratories
• Served as a member of the biosafety committee of the National Agricultural Research Organization (NARO)
• Participated in the joint FAO/IAEA Division of Nuclear Techniques in Food and Agriculture Collaboration Research Projects (CRP) as well as Technical cooperation Programs (TCP). Through these, I have conducted successful research projects in livestock health
· Carried out laboratory and field investigations of livestock diseases,
· Carried out rinderpest serosurveillance and monitoring under OAU/IBAR,
· Produce reports and contributed to policy in the eradication of rinderpest in Uganda
· Developed methodologies and issued guidelines for veterinary strategies for the prevention and control of livestock diseases/infections
· Advised on the control of livestock diseases,
· Collaborated with the Joint FAO/IAEA and led the application of nuclear science and technology in a safe, secure and effective manner for providing improving animal health and production.
